BV-2 Docket No. 50-412, License No. NPF-73 j Proposed Operating License Change Request Nos. 238 and 114 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of a change to the technical specifications. The proposed change modifies Unit 1 Design Feature Section 5.2.1 to add ZIRLO as fuel assembly I material and adds reference to NRC approved WCAP-12610 to Administrative Control l

6.9.1.12 for both units. l The proposed technical specification change is presented in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

J Thi; change has been reviewed by the Onsite Safety Committee and Offsite Review l Committee. The change was detennined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

I Approval of this amendment is requested for September 5, 1997. An  ;

implementation period of up to 60 days is requested following the effective date of this  ;

l amendment.
