Proposed Operating License Change Request Nos. 238 and 114 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of a change to the technical specifications. The proposed change modifies Unit 1 Design Feature Section 5.2.1 to add ZIRLO as fuel assembly material and adds reference to NRC approved WCAP-12610 to Administrative Control 6.9.1.12 for both units.
The proposed technical specification change is presented in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.
J Thi; change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was detennined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
Approval of this amendment is requested for September 5, 1997.
An implementation period of up to 60 days is requested following the effective date of this amendment.
