BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 237 and 111 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed change modifies Specification 3.4.5 to allow steam generator tube sleeving using the Combustion Engineering process.

The proposed technical specification c11anges for Unit No.1 and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The proprietary and

. non-proprietary Combustion Engineering Report CEN-629-P, Revision 02 and Addendum 1, " Repair of Westinghouse Series 44 and 51 Steam Generator Tubes Using Leak Tight Sleeves," and an ABB Combustion Engineering application for withholding proprietary information are presented in Attachment C.

II As Combustion Engineering Report CEN-629-P, Revision 02 and Addendum 1 contain information proprietary to ABB Combustion Engineering, it is supported by an affidavit signed by ABB Combustion Engineering, the owner of the information. This q ,

affidavit sets forth the basis on which the information may be withheld from public 6 ()0 disclosure by the Commission and addresses with specificity the considerations listed in [ /

paragraph (b) (4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to ABB Combustion Engineering be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.

The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Approval of this amendment is requested for September 5, 1997. An i implementation period of up to 60 days is requested following the effective date of this amendment.
