Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes relocate technical specification administrative controls related to quality assurance to the quality assurance program description presented in Section 17.2 of the Unit No. 2 Updated Final Safety Analysis Report. Proposed changes are based on NRC Administrative Letter 95-06, Relocation of Technical Specification Administrative Controls Related to Quality Assurance.

This includes simultaneous submittal of technical specification and quality assurance program changes for approval.

Upon NRC approval, the operations quality assurance program manual will be revised to reflect the changes and site procedures will be updated as necessary. An implementation period of up to 60 days is requested following the amendment effective date. Since technical specification administrative controls are being relocated to the safety analysis report quality assurance program description, the proposed changes do not reduce commitments in the program description previously accepted by the NRC.

Upon NRC approval, proposed quality assurance program description changes will be processed in accordance with 10 CFR 50.71(e).

I The proposed technical specification changes for Unit No. I and Unit No. 2 are /N J,

presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The quality assurance program description changes are presented in Attachments C-1 and C-2.

The changes described above have been reviewed by the committees specified in l

Technical Specifications. The changes were determined to be safe and do not involve a l

significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

l Following approval of the quality assurance program description changes presented l

herein, additional changes evaluated and processed in accordance with 10 CFR 50.54(a) and 10 CFR 50.71(e) may be implemented. For example, the program description may

be revised to include the Nuclear Safety Review Board mentioned in NRC Inspection Report No. 96-05 and Systematic Assessment of Licensee Performance Report No.

j 96-99 for Beaver Valley Power Station.
