Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed change modifies Section 5, Design Features, to include the Improved Standard Technical l
Specification requirements of NUREG-1431.
The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.
l This change has been reviewed by the Onsite Safety Committee and Offsite Review q
Committee. The change was determined to be safe and does not involve a significant 1
hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
Approval of this amendment is requested for February 28, 1997.
An implementation period of up to 60 days is requested following the effective date of this amendment.
