Beaver Valley Power Station, Unit No. I and No. 2 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 License Amendment Request Nos. 262 and 135 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of various changes to the technical specifications. The proposed amendment would modify applicable specifications and Eases by removing the rod position deviation monitor, rod insertion limit monitor (RIL), axial flux difference

[AFD] monitor and quadrant power tilt ratio [QPTR] monitor. Also, the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> surveillance frequency in Unit 1 SR 4.1.3.2.2,4.1.3.5 and 4.1.3.6 as well as in Unit 2 SR 4.1.3.5 is being changed to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. In addition, Unit I surveillance requirements , 4.1.3.5 and 4.1.3.6 have been further modified by inccrporating the Unit 2 wording to provide surveillances more consistent with the limiting condition for operation.

Proposed technical specification changes for Unit 1 and Unit 2 are presented in I Attachments A-1 and A-2, respectively. The safety analysis (including the no significant  !

hazards evaluation) is presented in Attachment B. Licensing Requirements Manual I I

changes for Unit I and Unit 2 are presented in Attachments C-1 and C-2, respectively.

These changes have been reviewed by the Beaver Valley review committees. These changes were determined to be safe and do not involve a significant hazard consideration rs defined in 10 CFR 50.92 based on the evaluation presented in Attachment B. An unplementation period of up to 60 days is requested following the effective date of this amendment.
