Proposed Operating License Change Request Nos. 242 and 113 4

Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed 4

change modifies Specification 3.4.5 to allow steam generator tube sleeving using the l Framatome process.

4 The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation)is presented in Attachment B.

l This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determitied to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

j Approval of this amendment is requested for September 5, 1997. An

, implementation period of up to 60 days is requested following the effective date of this I i amendment.
