Pursuant to 10 CFR 50.91(a)(6), Duquesne Light Company requests an amendment to the above licenses on an exigent basis in the form of changes to the technical specifications. The proposed changes will add a new Limiting Condition for Operation (LCO) 3.0.6 to Section 3/4.0, APPLICABILITY. The new LCO 3.0.6 provides specific guidance for returning equipment to service under administrative control to perform  ;

testing required to demonstrate OPERABILITY.

Proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation)is presented in Attachment B.

The changes have been reviewed by the Beaver Valley review committees. The changes were determined to be safe and do not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

The proposed amendment is functionally identical to the guidance provided in the current Standard Technical Specifications for Westinghouse Plants, NUREG-1431, Rev.1. To assist the NRC in its review, this amendment request models a similar License Amendment issued by the NRC as Amendment 69 to Facility Operating License No. NPF-63 for Shearon Harris Nuclear Power Plant, Unit 1, Docket No. 50-400, dated l March 17,1997.

Berver Valley Power Station, Unit No. I and No. 2 License Amendment Request Nos. 255 and 124 Page 2 During the current Unit 2 outage, all three Reactor Coolant System (RCS) power operated relief valves were leaking. As a prudent measure all three valves were repaired in an effort to reduce RCS leakage. It was then recognized that the current technical specifications do not allow changing. plant conditions under administrative control to permit testing necessary to demonstrate equipment operability. This condition was found to apply at both Units. An example applicable to Unit 1 is provided in

Attachment B. When it was' recognized that a technical specification change was necessary to resolve this issue, a license amendment request was prepared in a timely fashion. Duquesne Light Company requests approval of the proposed amendments on an exigent basis to support restart of the Units.
