License Amendment Request Nos. 260 and 133 Pursuant to 10 CFR 50.91(a)(6), Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications bases. The proposed changes to the technical specification bases will add a discussion that explains why use of time constants, expressed as an equality, such as T = x seconds, are acceptable.

Proposed technical specification bases changes for Unit No. I and Unit No. 2 are i presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

' The changes have been reviewed by the Beaver Valley review committees. The changes  ; '

were determined to be safe and do not involve a significant hazard consideration as I

defined in 10 CFR 50.92 based on the attached safety analysis. An implementation period of up to 60 days is requested following the effective date of this amendment.
