BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 213 and 80 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes would revise Table 3.3-3, titled " Engineered Safety Feature Actuation System Instrumentation," Table 3.3-5, titled " Engineered Safety Features Response Times," for Beaver Valley Power Station (BVPS Unit No.1 only), Table 3.3-4, titled " Engineered Safety Features Actuation System Instrumentation Trip Setpoints," (for BVPS Unit No. 2 only), Table 4.3-2, titled " Engineered Safety Feature Actuation System Instrumentation l

! Surveillance Requirements," (for BVPS Unit No. 2 only). Table 4.3-6, titled " Remote Shutdown Panel Monitoring Instrumentation Surveillance Requirements," Table 4.3-7, titled " Accident Monitoring Instrumentation Surveillance Requirements," and specification 3.7.1.2, titled " Auxiliary Feedwater System," and associated Bases.

The proposed technical specification changes for Unit No. I and Unit No. 2 are  :

presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. (

[ An implementation period of 60 days is requested following the effective date of the amendment.

' Proposed Operating License Change Request Nos. 213 and 80 Page 2 This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
