Beaver Valley Power Station, Unit No.1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 225 and 96 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes will revise (for Beaver Valley Power Station (BVPS) Unit No. I only)

Surveillance Requirement 4.6.2.2.d of Limiting Condition For Operation 3.6.2.2, titled i

" Containment Recirculation Spray System." The Bases section for Specification 3/4.6.2.2 for BVPS Unit Nos. I and 2 would also be revised. Index pages would be revised to reflect the shifting of text due to the addition of wording to the Bases section.

The proposed revision to the BVPS Unit No. 2 Bases sect:on is an additional enhancement to the revisions previously implemented by Amendment No. 68 (TAC No.

M92003). An implementation period of 60 days is requested following the effective date of the amendment.

The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. Proposed revisions to the BVPS Unit No.1 Inservice Testing Program for Pumps and Valves are presented in Attachment C.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
