Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the  !

above license in the form of changes to the technical specifications. This amendment I will eliminate the potential for a non-conservative interpretation of the Unit No. 2, i Technical Specification (TS) 3.1.2.8 values for Refueling Water Storage Tank (RWST) and Boric Acid Tank (BAT)" minimum contained volume." This amendment will also eliminate the need for,lant administrative controls.

The proposed technical specification change for Unit No. 2 is presented . in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. l This request has been reviewed by the Beaver Valley review committees. The changes were determined to be safe and do not involve a significant hazard consideration as j

defined in 10 CFR 50.92 based on the attached safety analysis.  ;
