Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 License Amendment Request No.149 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above license in the form of changes to the technical specifications (TS). The license amendment request (LAR) proposes a one-time extension of the Unit 2 surveillance interval for snubber functional testing. The current surveillance interval for this testing I expires in May 2000. The proposed change would allow the snubber functional testing to be performed during the Unit 2 eighth refueling outage which is scheduled to begin September 30, 2000. The proposed amendment is necessaiy due to outage schedule changes resulting from the extended Unit shutdown in 1998.

The proposed Unit 2 TS change is presented in Attachment A. The safety analysis (including the no significant hazards evaluation)is presented in Attachment B.

This change has been reviewed by the Beaver Valley review committees. The change has been determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis. An implementation period of up to 60 days is requested following the effective date of this amendment.
