Beaver Valley Power Station, Unit No. I and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 235 and 109 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes will incorporate editorial changes for Unit No. I and implement the requirements of Generic Letter (GL) 95-05 for voltage-based steam generator tube repair criteria for Unit No. 2.

The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. A technical evaluation of the vcltage-based repair criteria is presented in Attachment C.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Approval of this amendment is requested prior to the start of the Beaver Valley Power Station, Unit No. 2 seventh refueling outage which is scheduled to start on March 7,1998. An implementation pericd of up to 60 days is requested following the effective date of this amendment. Projections of steam generator tube repairs do not indicate a need for voltage-based repair criteria to be used in the upcoming refueling outage at Unit No. 2. This refueling outage is scheduled to begin on August 30,1996.

Outage updates of potential need will be discussed with the NRC should circumstances develop which necessitate earlier implementation.
