Beaver Valley Power Station, Unit No. 2 Docket No. 50;412, License No. NPF-73 Proposed Operating License Change Request No.106 Pursuant to 10 CFR 50.90, Duquesne Light Coml iany requests an amendment to the above license in the form of a Technical Specification change. The proposed change will modify Design Feature Section 5.3.1 to allow use of ZlRLO as fuel rod clad material. It is respectfully requested that the NRC staff review and approve this license amendment request no later than August 30, 1996, so that the amendment is in place  !

prior to loading the new ZIRLO fuel rods into the reactor vessel.

The proposed Technical Specification change is presented in Attachment A. The i safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
