Dear Mr. Haynes:
In accordance with the Technical Specifications of Facility Operating.Licens'e No. DPR-26, the following confirms notification on February 13, 1983 to the Duty Officer at the NRC Operations Center, by Mr. Michael Mueller of Consolidated Edison of'a Reportable Occurrence LER'83-003.
This event is the type defined in Technical Specification, Section 6.9.1.7.1.i.
At 1:45 P.M. on February 13, 1983 a Notification of an Unusual Event (NUE) was declared when the Reactor -Coolant System leakage from the packing on Valve 731
= exceeded the Technical Specification limit of'10 gpm. The Reactor Coolant System z was brought to hot shutdown and a cooldown and depressurization commenced. With the Reactor Coolant System at 450 F and 1000 psi. a Reactor Coolant leakage safety analysis determined the leakage to be 6 gpm..'At 3:28 P.M. the NUE was terminated.
Consolidated Edison believes that this report also satisfies the requirements of 10 CFR Part 21.
