30-Day Report, Inoperable Halon Systen
Dear Dr. W rley:
Technical Specificaticsn 3.13F.2.b requires that a 30-day report be subnitted if the Halon System is inoperable for greater than 14 days. his report is to provide the cause of inoperability and schedule for work cmpletion.
On Septernber 20, 1985, a short in Main Transformer nunber 21 actuated the deluge system in the area and also closed the danpers in the Control Building, including those in the Cable Spreading Rocxn. Subsequently, these danpers were opened for ventilation rendering the Halon Systen inoperable.
%e appropriate empensatory action, establishment of a continuous fire watch, was inmediately implemented. Se danpers could not be restored to operable status within 14 days,_ simultaneous with other station activities which precluded replacement of the fusible links, a prerequisite to Halon System operability.
- The danpers were restored to operable status on October 30, 1985. The cause of inoperability was actuation of the danpers by the September 20, 1985 event and the subsequent opening of these dampers without replacement
