Dear Dr. Murley:

The following is a Specini Report on Penetration Fire Barriers at Indian Point Unit 3, prepared in accordance with the requirements of Technical Specification 6.9.2.c. The event described is covered by Technical Specification 3.14.C.2.b.

On October 17, 1984, with the plant in the cold shutdown condition, work was begun to make openings in several of the plant's penetration fire barriers. This was for the purpose of executing various plant modifications during a scheduled maintenance / inspection outage.

Specifically, the affected penetration tire barriers are as follows:

a. the fire barrier between the Central Control Room floor and the Cable Spreading Room,
b. the fire barrier separating the Control Building from the Turbine Building, and
c. the fire barrier separating the Cable Spreading Room from the Electrical Tunnels.

This list includes all affected penetration fire barriers covered under Technical Specification 3.14.C.I. It also accounts for all openings made during the course of the outage.

As required by Technical Specification 3.14.C.2 fire watches were posted at the affected penetration fire barriers throughout the time that the openings existed.

The plant is presently scheduled to be brought above the cold shutdown condition on' November 20, 1984. Prior to this heatup, all required penetration fire barriers will be returned to their functional status.

Appropriate surveillance testing will be performed to ensure functionality of the penertration fire barriers.
