Dear Sir:
The following is a Special Report on Penetration Fire Barriers at Indian Point Unit 3, prepared in accordance with the requirements of Technical Specification 6.9.2.f.
The event described is covered by Technical Specification 3.14.C.2.b.
During the cycle' 6/7 refueling outage scheduled from February 1989 through ' May 1989, openings will be made in several plant penetration fire barriers in order to install various plant modifications. 'The appropriate fire watches were be posted and fire detection tests completed as required by Technical Specification 3.14.C.2.a.
The affected penetration fire barriers are those cor red under Technical Specification 3.14.C.1.
The plant is presently scheduled to be brought above the cold shutdown condition in late May, 1989.
All required penetration fire barriers will be returned to their functional status.
Appropriate surveillance testing will be performed to ensure functionality of the penetration fire barriers.
