Dear Dr. Murley:

In'accordance with the Technical Specifications of Facility Operating License No. DPR-26, the following confirms notification on Novenber 29, 1983 to the NFC Cperations Center of the Reportable Occurrence LER 83-43.

l his event is the type defined in Technical Specification, Section 6.9.1.7.1.f.

During a routine surveillance test at full power, two independent non-autcmatic, motor operated, isolation valves on the contaiment spray

pmp discharge pipes were found closed and de-energized instead of open and

de-energized, as required. 'Ihis condition isolated both trains of contain-ment spray. The two valves were innediately returned to the open position and de-energized. Post accident containment' cooling and iodine renoval capability was available since all five fan cooler units were operable, when required, throughout the time period of contairunent spray

.inoperability. % e preliminary determination of the cause of this event has been attributed to operator error. We innediate corrective action
