In accordance with the Technical Specifications . FL (y Operating License No. DPR-26, the following confirms notification on March 5, 1982 to Mr. Ted Rebelowski of your office, by Mr. John Basile of Consolidated Edison of a potential Reportable Occurrence LER-82-009. This event is the type defined in Technical Specification, Section 6.9.1.7.1.1.

On March 5,1982 at about 0730 nitrogen pressure in the boron injection tank was observed below the required 90 psig. Two nitrogen pressure regulator valves had failed allowing the nitrogen pressure to drop. Immediate corrective action was taken to raise and maintain the pressure by an operator regulating a manual valve.

Based upon a review of the relationship between nitrogen pressure and a volume of boric acid solution, it was determined that the reduction of nitrogen pressure was reportable. For additional corrective action, a procedure was changed to require minimum pressure of 78 psig for a maximum of 1880 gallons of boric acid solution, one nitrogen pressure regulator valve was replaced on March 6, and work is in progress to replace the second valve.

Consolidated Edison believes that this report also satisfies the requirements of 10 CFR Part 21.
