Inoperable Fire Detector Technical Specification 3.13.D requires that a 30-day report be sutnitted if specified fire detection instrumentation resnains ing;erable beyond 14 days. Wis report is being subnitted in accordance with that rcquirment.

During an inspection program of terminal blocks related to Envirorrental Qualification, a block containing wires feeding the fire detection alam for #21 Fan Cooler Unit charcoal was replaced. The replacanent, which occurred on Novmber 19, 1985 was pm of an offort to replace all tenninal blocks in a single box which were regarded as " suspect" insofar as Environ-mental Qualification was concerned. Wis tenninal block pertained only to fire detection alarm and is not required to be environmentally qualified.

It was included in the replacenent program due to its physical location, i.e. within the same box as the " suspect" terminal blocks.

Since the fire detection alam terminal block was not included in the Environmental Qualification master list, a post mintenance test, after its replacerent, was not perforned due to an oversight. % is was not discov-ered untile the fourteenth day after replacement. A test was then per-forned with negative results. %e circuitry was repaired and successfully tested on the fifteenth day.

During the period of inoperability, cmpensatory action as prescribal by the 'Ibchnical Specifications were performed. Wis consista! of monitoring the containment air tm perature on an hourly basis.

We event is regardal as unique and caused by the attention being focusal on the Environmental Qualification inspection, which diverted attention fran routine maintenance activities.
