Dear Mr. Denton:

This letter contains proposed amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2. The proposed amendments would change the requirements in the Technical Specifications related to minimum Reactor Coolant System (RCS) flow rate for Unit 2. In addition, changes to the limits for safety system settings are proposed to accomodate the new RCS flow requirements.

Attachment I contains the proposed amendments, and Attachment 2 provides the justification and safety analysis to support the proposed amendments. Attachment 3 provides an analysis, pursuant to 10 CFR 50.91, which concludes that the proposed amendments do not involve a significant ha::ards consideration.

It is requested that the proposed amendmenta receive a timely review and be approved and made immediately effective as emergency license amendments purstrant to 10 CFR 50.91(a)(5). McGuire Unit 2 is currently derated to 90% Rated Thermal Power (RTP) because the measured RCS flow does not meet the existing requirement for operation above 90% RTP. Under the proposed amendments, operation at 100%

RTP would be allowed.

Duke Power could not have avoided this situation and has not delayed this application to take advantage of the emergency license amendment provision of 10 CFR 50.91(a)(5). RCS flow measurements made by the precision heat balance method are not made at power levels less than about 75% due to reduced accuracy.

McGuire Unit 2 initially achieved 75% RTP on September 10, 1983, and a precision heat balance measurement completed on September 13, 1983 provided the first indication of low RCS flow -- 390,300 gpm. RCS flow measurements completed on October 12, 1983 while at 90% RTP indicated 392,500 gpm total flow. McGuire Unit 2 completed the required startup testing for power ascension above 90% RTP on October 12, 1983 and has been derated since that date. After the low flow condition was identified, Duke Power initiated efforts to evaluate a proposed reduction in the RCS flow requirement; this safety evaluation was essentially completed on November 10, 1983.
