McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 50-370 Proposed Technical Specification (T/S) Change Accident F'nitoring Instrumentation (T/S 3.3.3.6 Tables 3.3-10 and 4.3-7)
Dear Sir:
Pursuant to 10 CFR 50.4 and 50.90, attached is a proposed license amendment to Appendix A, Technical Specifications, of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.
This proposed change is for adding four instruments to the subject T/S Tables as part of the accident monitoring instrumentation and deleting five instruments from the subject T/S Tables that are not part of the accident monitoring instrumentation.
The four instruments that are going to be added to the T/S Tables are the Neutron Flux Monitor, Containment Hydrogen Concentration Monitor, Diesel Generator (D/G)
Cooling Water Heat Exchanger (HX) Nuclear Service Water (RN) Flow Indicator, and Containment Spray (NS) HX RN Flow Indicator. The five instruments that are going i
to be deleted from the T/S Tables are the PORV, PORV Block Valve and Safety Valve Position Indicators, and Unit Vent and Steam Relief EMFs.
The problem that prompted this proposed change is that the instruments listed in these T/S Tables do not match entirely with those labeled Post-Accident Monitoring (PAM) in the control room. Three of the four instruments that are going to be added to the T/S Tables are currently labeled PAM in the control room.
Four of the five instruments that are going to be deleted from the T/S Tables are not currently labeled PAM in the control room.
This proposed change will result in the instruments listed in these T/S Tables matching entirely with those labeled PAM in the control room.
This proposed change is based on the recommendations of Regulatory Guide 1.97, Revision 2
" Instrumentation For Light-Water-cooled Nuclear Power Plants To Access Plant and Environs Conditions During and Following An Accident," and direction from the new Standardized Technical Specifications for Westinghouse Plants, NUREG-1431, Revision 0 September 1992. contains the proposed Technical Specification Change, Attachment 2 contains the Justification and Safety Analysis and Attachment 3 contains the Significant Hazards Consideration.
