McGuire Nuclear Station Docket Numbers 50-369 and -370 Catawba Nuclear Station Docket Numbers 50-413 and -414 Technical Specification Revision to Change Method of Measuring Reactor Coolant System Flow Rate Attached is a proposed revision to the Technical Specifications of the McGuire and Catawba Nuclear Stations, to change the method of measuring the reactor coolant system flow rate (TS 4.2.5.3) during the 18-month surveillance. The current method, calorimetric heat balance, has a large uncertainty due to hot l
leg temperature streaming. It is proposed to return to the method with which McGuire Unit I was originally licensed, cold leg elbow taps. This method of determining compliance with TS requirements for flow was abandoned in favor of the supposedly more accurate heat balance in 1982, before the temperature streaming phenomenon was adequately understood.
This change is applicable to Units 1 and 2 of both McGuire and Catawba Nuclear Stations.
The marked-up Technical Specification pages are contained in Attachment I, a Justification and Safety Analysis in Attachment II, and a "No Significant Hazards" analysis appears in Attachment III.
