My letter of November 18, 1983 contained proposed amendments to Facility Operating Licenses NPF-9 and NPF-17. In particular, changes in the Reactor l
Coolant System flow rate requirements were proposed. Attachments 1 and 2 are revised pages to the November 18, 1983 submittal.
Attachment I revises the propo.;ed limits in the November 18, 1983 submittal.
The flow required for operation at 100 percent rated thermal power (RTP) is the same as in the previous submittal, but the allowable power levels for less than full flow have been reduced in the conservative direction. This revised figure requires a 2 percent reduction in power level for every 1 percent reduction in measured flow below full flow. This relationship has been previously reviewed and accepted in an earlier NRC Safety Evaluation Report on McGuire. (Re: E. G. Adensam letter dated November 23, 1981 to William O. Parker, transmitting Amendment 9 to McGuire Unit 1 Facility Operating License, NPF-9.) .
Attachment 2 is a revised insert to be put in the BASES (Page B 3/4 2-4) to show the breakdown of the 9.1 percent thert:,a1 margin available to offset rod bow penalties. This is provided in response to a request by the NRC Staff.
