McGuire Nuclear Station Units 1 and 2 Docket Nos. 50-369 and 50-370 Proposed Technical Specification Amendments 4 kV Degraded Voltage Relay Setpoints Tables 3 3-3, 3.3-4, 3.3.5, and 4.3-2

Dear Sir:

Pursuant to 10 CFR 50.4 and 50.90, please find attached (Attachment 1) proposed license amendments to Appendix A (Technical Spccifications) of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station. The proposed changes provided by this submittal update the " Loss of Power" functional unit of the Engineered Safety Features Actuation System (ESFAS) Instrumentation tables within the Technical Specifications (TS) for McGuire Nuclear Station. The specific tables oeing revised are Tables 3.3-3, 3.3-4, 3.3-5, and 4.3-2.

The current TS for the " Loss of Power" functional unit includes only one level of undervoltage protection that covers both the loss of voltage and degraded voltage conditions on the 4160 Volt Essential Auxiliary Power System buses. McGuire Nuclear Station is planning to update this existing level of undervoltage protection to be excluwely for loss of voltage, and add a second level of undervoltage protection to be exclusively for degraded voltage.

As such, modifications to install the degraded voltage protective relay scheme are planned for both units. The modification for Unit 1 is being installed but not activated during the current Unit 1 end-of-cycle 9 refueling outage,8/19/94 to 10/20/94. The modification for Unit 2 will be installed during the Unit 2 end-of-cycle 9 refueling outage, 11/24/94 to 1/28/95. Upon approval of these TS amendments by the NRC, these modifications will be activated after the completion of the Unit 2 modification. contains the marked up TS pages indicating the proposed changes. Attachment 2 contains the technical justification for the proposed changes. Attachment 3 contains the safety analysis. Pursuant to 10 CFR 50.91, Attachment 4 provides the analysis performed in accordance with the standards contained in 10 CFR 50.92. This analysis concluded that the proposed amendments do not involve a significant hazards consideration. By copy of this submittal, this amendment request application and No Significant Hazards Consideration Evaluation are being forwarded to the appropriate North Carolina State Official.

We request that the effective date for these TS amendments (for both units) be 60 days after the completion date of the Unit 2 modification, or 60 days after the approva! date, whichever is later.
