Dear Sir:

Pursuant to 10 CFR 50.4 and 10 CFR 50.90, attached are proposed license amendments to Appendix A of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed changes to the Technical Specification (TS) provided by this submittal revises the TS requirements for the Low Temperature Overpressure Protection (LTOP) system at McGuire and updates the heatup and cooldown curves for both units.

Attachment 1 contains the marked up TS pages indicating the proposed changes. Attachment 2 contains the technical justification for the proposed changes. Pursuant to 10 CFR 50.91, Attachment 3 provides the analysis performed in accordance with the standards contained in 10 CFR 50.92.

This analysis concluded that the proposed amendments do not

' involve a significant hazards consideration. Attachment 4 contains'a brief history of McGuire LTOP related submittals to the NRC.

By copy of this submittal, the amendment request application and No Significant Hazards Consideration Evaluation is being forwarded to the appropriate North Carolina state official.

The intent of the proposed TS amendment request is to enhance overpressure protection during low temperature operations. With NRC approval, these enhancements to the LTOP system at McGuire can be fully' implemented, improving startup and shutdown operation of the units. Additionally, a 30 day implementation period after issue of the approved amendment is requested in order to assure orderly implementation of the approved TS changes.

. page 2 For both units, the service period for the current Pressure / Temperature curves in the TS are valid up to 10 Effective Full Power Years (EFPY). .The expected EFPY for Unit 1 at the end of the current operating cycle (cycle 10),

currently schedule to end December 7, 1995, will be slightly greater than 9 EFPY. Accordingly, Unit 1 is expected to exceed 10 EFPY sometime in late 1996. As such, NRC approval of the proposed TS changes is requested by no later than January 1, 1996.
