Interim Shift Staffing

Dear Mr. Vassallo:

Because of terminations of six senior licensed operators this past 12 months and the requirement to have an additional licensed operator on each shift, we are currently using overtime to regularly fill three positions (1 SRO and 2 RO) on our regular five crews. This is in addition to using overtime for absences such as sickness and simulator training that cannot be scheduled while the crew is on relief. We indicated to Mr. Eisenhut in our October 31, 1980 letter that we planned to be in compliance with the interim staffing criteria by January 1982.

We actually have been in compliance since mid-1981.

This shortage of licensed operators has been also magnified by two of three R0 candidates and two of two SRO candidates not' passing their required tests administered in May 1982 for their license.

Two of the current R0 license candidates are planning to retake their SRO written exam on September 14, 1982; therefore, we are informing you of a relaxation of our shift staffing commitments during a period of time from August 23 through September 16, 1982, so that we can pull these SRO (current RO) candidates off shift for intensive classroom training prior to the exam. This relaxation will consist of operating on certain shif ts with only three licensed operators (2 SRO's and 1 RO) instead of the normal four licensed operators. The proposed shift crew as discussed between Byron Siegel and Leo Lessor on August 11, 1982 will then consist of the following:

1 Shift Supervisor SRO 1 Unit Operator I SRO 1 Unit Operator 11 RO 3 Station Operators * (Non-licensed)

1 Shift Communicator 1 H.P./ Chem. Technician 1 STA

  • 0ne of these station operators has received the necessary fire training and will be designated the fire brigade leader.

Mr. Domenic B. Vassallo August 13, 1982 Page 2 The STA will be a senior person determined qualified by the Station Superintendent to perform the functions of the STA. This person will be available on site and in the control room within ten minutes.

Our present shift staffing consists of:

1 Shift Supervisor /STA SRO 1 Unit Operator I SRO 1 Unit Operator II R0 1 Licensed Station Operator ** R0 2 Station Operators (Non-licensed) 1 Shift Communicator 1 l!.P./ Chem. Technician

    • The licensed station operator is designated the fire brigade leader when required.

We consider the proposed shift crew necessary in order to properly train the license candidates without creating an abnormal overtime requirement-on the remaining crew members which could also. result in their termin-ation. Please let us know if you have any questions or concerns on this matter.
