Su bject: Docket No. 50-361 Delinquent 30-Day Licensee Event Reports San Onofre Nuclear Generating Station, Unit 2 It has been determined that several 30-day LER's have not been provided to the NRC as required by our Technical Specifications (Appendix A to Facility Operating License NPF-10), Section 6.9.1.13.b. LC0 Action Statements were entered, but we did not, in all cases, conduct an appro-priate evaluation for reportability. Failure to include specific responsi-bilities regarding reports in Special Operating Procedure 5023-SP0-82-19 and other Station procedures caused this condition. Management became aware of this on June 25, 1982, and immediately commenced actions to submit the required reports and to correct the program for reportable occurrences.

Initial investigation indicates that this problem could result in LER's covering up to 54 events. These overdue LER's will be transmitted as soon as possible. Although these overdue LER's are not, in themselves, reportable under the Technical Specifications, it is felt that we should notify you in writing. Mr. Kirsch of your office was notified of this on June 29, 1982, however, at that stage of the investigation, no clearly reportable events had been identified.
