QUALITY ASSURANCE TOPICAL REPORT 4

Your letter of April 26, 1982 to H. Denton submitted a Revision 12 of Consumers Power Company's (CPC) topical report, CPC-1A, " Quality Assurance Manual for the Midland Nuclear Plant, Volume I," for staff review and approval. CPC-1A, Revision 12 mvises the topical report to reflect organizational changes and only those quality assurance program controls for the design, construction, and testing activities on the Midland project.

Based on our evaluation of the proposed changes described in CPC-1A, Revision 12, we find that your revised topical report continues to meet the criteria of Appendix 8 to 10 CFR Pait 60 with the following exception. The statement,

...such as documentation cr oral tests..." should read "...such as documen-tation of oral tests...." Tnis matter has been discussed between B'en Marguglio of CPC.nd J. Gilray of NRC, and it was agreed that your submittal will incor-porate uits change. Therefore, with the incorporation of this change, your mvised topical report is acceptable, and you may implement it upon issuance of the revision. We do not intend to repeat our review of this topical report when it is mferenced in an application unless changes occur in our acceptance cri teri a.

To use the topical report in future license applications, CPC need only refer-ence this topical report in Section 17 of the Safety Analysis Report.

In addi-tion, this QA program may be implemented intnediately on all ongoing activities.

In this regard, identify in your transmittal letter those nuclear power plants that will be covered by CPC-1A, Revision 12.

Should regulatory criteria or regulations change such that our conclusions

[qQ about this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire. Pro-m grammatic and organizational changes by CPC to this topical report are to be

copy of this letter in your report, renumber the report CPC-1A, Revision 12,

and resubmit 36 copies.
