SER Open Item 2: Turbine !!issiles Sections 1.7 and 3.5.1.3 of the SER for Midland Plant, Units 1 and 2, identified turbine missiles to be an open item.

The HRC staff has reviewed the Midland Plant with regard to the turbine nissile issue. We conclude that the probability of unacceptable damage to safety-related systems and components due to turbine missiles vill be acceptably low (i.e., less than 10-7 per year) if the turbine missile generation probability is maintained at 10-5 per reactor year or less for the life of the plant by an acceptable mainte-nance program.

Accordingly, your co~nitment to one of the two options below will enable the NRC staff to reclassify the open item on turbine missiles as a confirmatory item:

Option 1 Submit for NRC approval, within three years of obtaining an operating license, a turbine system maintenance progran based on the manufacturer's calculations of missile generation probabilities.

Option 2 a) Volumetrically inspect all low pressure turbine rotors at the second refueling outage and every other refueling outage there-after until a maintenance program is approved by the staff, and l

b) Conduct turbine steam valve maintenance, (following initiation of power output) in accordance with present NRC recommendations as stated in SRP Section 10.2, Criterion 11.5 of NUREG-0800.
