The purpose of this latter is to document our understanding of the actions you have taken or plan to taka.

As a result of our discussion, we understand that you have initiated or plan to initiate the following actions:

(1) All von ou remedial soils has been stopped with the exception of those continuous activities such as maintaining the freeze wall and well pumping.

(2) All exa=1 nations related to remeMm1 soils QC requalification have stopped and all QC personnel previously certified have been decertified.

(3) A retraining program will be established and conducted for all QC personnal who failed and for future failures.

(4) A written examination will be developed fo'r all QC requalification examinations in the area of remedial. soils.

NOTIFICATION OF CONSTRUCTION EVAL.UATION BY 1%NAGEMENT ANALYSIS COMPANY (BN-83-39)

In accordance with present NRC procedures regarding Board Notifications, the enclosed report entitled " Construction Project Evaluation of Consumers Poser Company Midland Energy Center Project Units 1 and 2", Revision 1 dated March 2, 1983, is being provided as infomation material and relevant to safety issues in the Midland OM/0L proceeding. The report presents the results of a self-initiated construction evaluation performed for Consumers Fc er Company (CPCo) by Management Analysis Company, with respect to the Midland Plant, Units 1 and 2.

The evaluation was conducted using the format developed by the Insti-tute of Nuclear Power Operation as described in CPCo's letter of October 5,1982.

The report also includes corrective actions for each finding as provided by CPCo with irput from Sechtel.

FILE 0485.16 SERIAL 21769 In an October 5, 1982 letter to you and Mr H R Denton we enclosed details describing the proposed Midland Plant Independent Review Program. Based upon subsequent discussions with NRR and Region III we agreed to a program consisting of separate efforts by MAC to conduct the INPO Construction Program Evaluation and by Tera to conduct the Independent Design Verification.

As indicated in the October 5,1982 letter, "the final report will be submitted to the NRC and an auditable rec'ord will be maintained of all comments on any draft or final reports, any changes made as a result of such comments and the reasons for such changes." In compliance with this commitment and in keeping with industry's practice, we are submitting to you as the NRC Regional Administrator for the Midland Nuclear Plant three copies of the Self-Initiated Final Report by MAC entitled " Construction Project Evaluation of Consumers Power Company Midland Energy Center." The draft report was reviewed by INPO and changes were incorporated in the attached Final Report in response to the INPO rev!.ew.
