a) Proposed Technical Specification b) "RHR System Design Spec.", 22A1472AB, Rev. 2 c) " Cooper LOCA Analysis with Modified LPCI", NEDO 21335 Pursuant to 10CFR50.90, Nebraska Public Power District requests that the following Technical Specification be modified to correct an administrative error pertaining to the Residual Heat Removal system at Cooper Nuclear Station:

1) Specification 4.5. A.3.d, Page 115 (Enclosure a).

The proposed change is requested to correct an administrative error incorporated in the Tecnnical Specifications submitted as a result of the major modification to the Low Pressure Coolant Injection (LPCI) system made in 1976 (Amendments 31 and 32 to the Facility Operating License). After the modification, the minimum flow rates for the system were incorrectly taken from an engineering analysis of the LPCI system modification provided by General Electric (NEDO 21335, Enclosure c). This analysis provided a Figure 4.1 which merely showed the flow available at different reactor vessel pressures.

The document that should have been used is General Electric's technical specifications for the Pesidual Heat Removal system (22A1472AB, Revision 25, Enclosure b). This document clearly states what the recommended minimum flow rates for the system should be. In the proposed Technical Specification change, CNS would change the single pump maximum flow rate from 8100 GPM to 8400 GPM. At CNS, Residual Heat Removal pumps can exceed the specified 8100 GPM at the required discharge head without overloading the emergency power supplies. This would then make a single pump's flow specification 7700 to 8400 GPM. All present

" Generic Reload Fuel applications" analysis studies are based on flow rates bounded by our proposed values.

This error was found while trying to correlate test line flow to injection line flow after a recent modification to the test line. This correlation was necessary after not being able to achieve the proper flow in the test line, while performing the surveillance flow capacity checks of the system pumps. Your prompt consideration of this change would be appreciated so as to allow revised corrected surveillance procedures to be put into effect.

The proposed Technical Specification changes are as indicated on the attached revised Technical Specification page. The proposed changes have been reviewed by the applicable safety review boards and have been judged to be a Class II Amendment.

Payment in the amount of $1,200.00 is enclosed.
