IE Bulletin No. 80-24 Prevention of Damage Due to Water Leakage Inside Containment

Dear Sir:

In accordance with the requirements of IE Bulletin No. 80-24, we are responding to the required Licensee Actions. Cooper Nuclear Station is a General Electric Boiling Water Reactor with a Mark I Containment and has no open cooling water systems inside the containment. There have been no significant instances of cooling water leakage into containment.

In the event of leakage, all water would be directed to the floor drains.

The floor drain sump has two high level alarms. If, for some reason, these level devices fail and the sump overflows, water would enter the equipment drain sump which also has two high level alarms. These sumps are manually pumped down once per shift to verify pump operability and any significant water accumulation would be noticed by the operating staff. Flow switches in the containment closed cooling loop are of the guarded type that do not allow leakage if they fail.

In the event of a major system failure that went undetected by level monitoring devices in the drywell sumps, the amount of water accumu-lation described in the subject bulletin could not be achieved. Due to the design of the torus vent headers to the drywell, the maximum amount of water accumulation in the drywell would be 2'-2". Any additional water would drain into the torus and be monitored by the two independent ,.

torus level switches. The only major equipment that would be affected by this water level would be the recirculation pump suction piping.

Approximately 10 inches in height of the exterior surface would become wetted. The insulation for this piping meets the applicable specifi-cations for low leachable chlorides.

Approximately 15 manhours were spent in the preparation of this report.
