This report is submitted in accordance with Section 5.4.2.b of the Environmental Technical Specifications for Cooper Nuclear Station. It discusses an environmental event that occurred on July 15, 1980 and was discussed with Mr. G. Madsen'on July 16, 1980.

water discharge temperature exceeded the 1030F limit prescribed in

! Environmental Technical Specification 2.1.2. Due to the extremely hot weather, a need for emergency power existed and in accordance with the Environmental Technical Specifications, the limit was exceeded for about 19 hours2.199074e-4 days <br />0.00528 hours <br />3.141534e-5 weeks <br />7.2295e-6 months <br />. During the occurrence, one of the District's large coal burning generating units also tripped. The condition was terminated as the river temperature decreased below 85 F. The maximum temperature reached was 104.5 F.

The event was caused by two factors. The river temperature was one degree in excess of the normal maximum of 85 F as described in the Environmental Technical Specifications. The circulating water system must now remove more heat from the condenser since the removal of twelve rows of low pressure turbine blades during the Spring 1980 Outage.

This event presented no adverse consequences from the standpoint of public health and safety. The NRC is in the process of reviewing the District's Technical Specification Change Request of July 16, 1980 which requests deletion of this Technical Specification. The Nebraska Depart-ment of Environmental Control was also informed of this event.
