NRC Order on CRD Air Header. Dump Nebraska Public Power District Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Ippolito:

On January 9,1981, the NRC ' issued an Order requiring that Cooper Nuclear Station install a system which would dump the air in the CRD scram valve air header once air pressure had decreased to a particular setpoint.

The Order was issued requiring installation by April 9,1981 or the plant would be required to shut down within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> (April 12, 1981). since Cooper Nuclear Station is scheduled to be shut down for refueling on April 26, 1981, Nebraska Public Power District respectively requests an extension of the implementation date (14 days) to coincide with the scheduled shut down.

We do not believe that an. extension of the requested short duration would pose an undue risk to the health and safety of the public inasmuch as the staff, in the Order, indicated that such an event (1) is of low probability, and (2) additional administrative controls had previously been incorporated into the station procedures requiring operator action

Additionally, we would like to Ladicate that the District recognized the importance of the. service and instrument air systems shortly after the station was-placed in co=mercial operation in July 1974. Therefore,.to provide additional assurance of a continucus air supply a third air compressor was added to this system which.provided -a second standby unit resulting in a significant increase f in system reliability. Since the addition of the third compressor (in excess of five years) Cooper Station has not experience either a loss,
