2) Letter from Dennis L. Ziemann to Jay M. Pilant Dated June 9,1976, " Amendment No. 26 to Facility Operating License"

Dear Mr. Eisenhut:

This letter is writtan in response to your request contained in Reference 1 wherein Nebraska Public Power District was requested to amend the Radio-logical Technical Specifications to clarify the meaning of the term "oper-able". This matter has been discussed with the I&E Principal Inspector for CNS, and it was concluded that the present Technical Specifications contain sufficient clarification such that no ' additional revision is necessary.

Reference 2 previously implemented the majority of the changes requested relative to the definition " Limiting Conditions for Operation"; additionally, the CNS Technical Specification LCO's are presently descriptive enough so that further clarification as to which power sources render an item inop-erable is not required. The requirement that all attendant instrumentation, controls, power seurces, etc. be capable of performing their intended related support functions for an item to be operable, is inherent in the present CNS Technical Specifications.

Station Procedures presently exist to assure compliance with the present Technical Specifications in this area.
