Dear Mr. Denton:

This letter is in response to Mr. A. Schwencer's letter dated September 13, 1978 in which he requested our schedule for the submittal of revised ECCS analyses for Units 1 and 2 of the Donald C. Cook Nuclear Plant. These re-analyses were required to correct a logical inconsistency observed in the Zirconium water heat'eneration model of the Westinghouse Appendix K (October, 1975) ECCS Evaluation Model.

The Westinghouse Electric Corporation has already performed such a reanalysis for Unit 2 of the above captioned plant. This reanalysis was performed utilizing the corrected Westinghouse "October 1975" ECCS Evaluation Model and it contained the necessary corrections to account for the errors addressed in Mr0 Schwencer's letter0 This revision to the Westinghouse "October 1975" ECCS Evaluation Model was approved by the Nuclear Regulatory Commission on August 29, 1978. The results of the reanalysis, which is now in conformance with the requirements set forth in Appendix K to 10 CFR Part 50, were transmitted to you in our letter dated April 28, 1978.

Unit No. 1 ofOculo the Donald C. Cook Nuclear Plant is currently in its third cycle of operation. At the end of the cycle (April 1979) the fuel supplied by the Westinghouse Electric Corporation will be completely re-moved from this unit. Hence this Unit will be outside the area of concern addressed in Mr. Schwencer's letter. The new fuel 'vendor, the Exxon Nuclear Corporation, did already perform an independent ECCS analysis for this unit using their fuel. Exxon's ECCS evaluation model and bases for calculation techniques were reviewed by the Nuclear 78% 0M. o~

Furthermore, the Westinghouse Electric Corporation advises us that the earliest date for the submittals of the requested revised ECCS analysis, should they be asked to perform it, would be February 15, 1979. This analysis, by the time it is approved, will not be applicable herein, we re-to the aforesaid unit. In light of the facts presented quest that relief be granted from having to submit the requested Westinghouse reanalysis for Unit No. 1 of the Donald C. Cook Plant.

The matter presented in this letter has been discussed with your staff. During the same discussions the necessary extension for the sub-mittal of this response letter was granted.
