Davis-Besse Nuclear Power Station, Unit No. 1 Docket No. 50-346, License Number NPF-3 Request for Change to the Schedule for the Environmental and Safety Review of the Davis-Besse Nuclear Power Station, Unit No. 1, License Renewal Application (TAC No. ME4640)

By letter dated August 27, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102450565), FirstEnergy Nuclear Operating Company (FENOC) submitted an application pursuant to Title 10 of the Code of Federal Regulations, Part 54 for renewal of Operating License NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1 (Davis-Besse). By letter dated July 31, 2013 (ML13205A036), the Nuclear Regulatory Commission (NRC) provided a revised schedule for the Environmental and Safety review of the Davis-Besse License Renewal Application (LRA).

FENOC requests that the Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting scheduled for October 2013 and the ACRS full committee meeting scheduled for December 2013 be rescheduled to late May 2014 for the following reasons:

1. Follow-up inspections of core bores in the Shield Building identified the need for an expanded core bore inspection scope. The schedule for completion of the expanded scope inspections is unknown at this time; however, the evaluation of the inspection results will not be complete in time to support the current schedule. FENOC believes that the evaluation of the expanded scope inspection results would be of interest to the NRC staff and members of the ACRS, and thus the evaluation and conclusions must be available with sufficient time for review prior to an ACRS meeting.

2. FENOC has an extended refueling outage scheduled from February 1 through April 18, 2014, to replace the Davis-Besse steam generators. This outage will require support from the majority of the team that will attend the ACRS meetings. Consequently, the ACRS meetings should be rescheduled no earlier than late May 2014 to allow time following the outage for FENOC to prepare for the meetings.
