The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on December 8. 2011, to discuss and clarify the applicant's responses to the staff's requests for additional information (RAls) concerning the Davis-Besse Nuclear Power Station license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the staff concerns discussed with the applicant A brief description of the status of the items is also included.

REQUESTS FOR ADDITIONAL INFORMATION DAVIS-BESSE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION DECEMBER 8, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on December 8, 2011, to discuss and clarify the following response to requests for additional information (RAls) and new RAls concerning the Davis-Besse Nuclear Power Station license renewal application (LRA).

October 31.2011. Response to RAI4.7.4-1 Discussion: The staff requested the applicant to clarify why, in its October 31,2011, response to RAI4.7.4-1, Commitment No. 23 was revised to remove the applicant's commitment to replace the high pressure injection (HPI)/makeup nozzle thermal sleeve.

The applicant stated that since the HPllmakeup nozzle thermal sleeve time-limited aging analysis (TLAA) was dis positioned using 10 CFR 54.21(c)(1)(iii) where the effects of cracking on the thermal sleeve are managed by the Inservice Inspection (lSI) Program, the commitment to replace the thermal sleeve was no longer deemed applicable. The applicant noted that the VT-1 visual examination of the HPllmakeup nozzle thermal sleeve conducted on a frequency of once every other refueling outage will continue through the period of extended operation. The applicant further noted that subsequent inspections conducted after replacement of the HPllmakeup nozzle thermal sleeve in the Cycle 13 refueling outage found no indications of cracking.

The staff found the above clarification acceptable and had no further questions or applicant follow-up actions.

Relative to the lSI Program, the staff wanted to know the type and frequency of the inspection for the HPllmakeup nozzle thermal sleeve. The applicant stated that this information was included in the changes to the license renewal application (LRA) associated with the response to RAI 4.7.4-1. Specifically, revised LRA Sections 4.7.4 and A.2.7.4 provide that the lSI Program requires a VT -1 visual examination of the makeup nozzle once every other refueling outage.

The staff found the above clarification acceptable and had no further questions or applicant follow-up actions.
