SUMMARY

OF TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION July 15, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on July 15, 2011, to discuss and clarify the staff's concerns and the applicant's response to requests for additional information (RAls) related to the Davis-Besse license renewal application (LRA).

RAI4.1-1 Discussion:

As related to RAI 4.1-1, the staff requested clarification as to where Class 2 and 3 valves, if reanalyzed to Class 1, would be addressed in the LRA.

The applicant responded by explaining that Davis-Besse does not have Class 2 or Class 3 valves that are reanalyzed to Class 1 requirements. However, Davis-Besse has Class 1 valves that are used in Class 2 piping systems. These Class 1 valves are included with the other Class 1 valves that are addressed in LRA Section 4.3.2.3.2.

The staff understood and stated that no RAI is necessary.

Response to RAI 4.1-2 Discussion:

As related to RAI 4.1-2, the staff stated that it has reviewed the response and still does not agree with the entire response. In the response to RAI 4.1-2, the applicant provided that the flaw tolerance analysis for the reactor coolant pump (RCP) casings that was used to support ASME Code Case N-481 alternate augmented visual inspection bases for the RCP casings was not a time-limited aging analysis (TLAA). The staff agrees that the J-integral aspect of the analysis is not a TLAA. However, the staff does not agree that the cycle-dependent fatigue flaw growth analysis is not a TLAA. The staff also stated that although the 2000 analyzed cycles excessively bound the 240 design cycles. the analysis indicates it is applicable to a 40-year design life.

The applicant agreed with the staff's position and indicated that the response to RAI 4.1-2 would be revised. The applicant's project manager Cliff Custer proposed a due date of August 10, 2011, to coincide with other RAI responses due on this same date.

ACTION: NRC project manager and FENOC license renewal project manager to discuss submittal date.

There was no further discussion, and the call was concluded.
