SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF DAVIS-BESSE NUCLEAR POWER STATION (TAC NO. ME4640)

Dear Mr. Lieb:

By letter dated August 27, 2010, FirstEnergy Nuclear Operating Company submitted, for the U.S. Nuclear Regulatory Commission (NRC or the staff) review, an application to renew the Davis-Besse Nuclear Power Station (Davis-Besse) operating license for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The staff determined that the LRA was complete and acceptable for docketing on October 18, 2010.

Since that time, the staff has reviewed the Davis-Besse LRA, performed site audits and inspections, issued requests for additional information (RAis), reviewed the applicant's responses to the staff's RAis and developed a safety evaluation report (SER) with open items dated July 31, 2012, and reviewed the applicant's comments on the SER with open items. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRA and supporting documentation for Davis-Besse.
