Davis-Besse Nuclear Power Station, Unit No.1 Docket No. 50-346, License Number NPF-3 License Renewal Application and Ohio Coastal Manaqement Program Consistency Certification Pursuant to the Code of Federal Regulations, Title 10, Parts 50, 51 and 54, FirstEnergy Nuclear Operating Company (FENOC) hereby applies for renewal of Facility Operating License Number NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1 (Davis-Besse). The current Facility Operating License for Davis-Besse expires.at midnight, April 22, 2017. By this License Renewal Application (LRA), FENOC requests that the Davis-Besse Facility Operating License be extended for 20 years beyond its current expiration date to midnight, April 22, 2037. The LRA also applies to renewal of the source, special nuclear, and by-product materials licenses that are subsumed in the Facility Operating License.
The LRA is provided in Enclosure A. It consists of the signed original Davis-Besse LRA in accordance with 10 CFR Part 2, Subpart A, 10 CFR 50.4, and 10 CFR 50.30.
FENOC submits the Davis-Besse LRA in accordance with the applicable Nuclear Regulatory Commission (NRC) operating license renewal requirements set forth in 10 CFR Parts 51 and 54. Submittal of the LRA meets the timeliness requirements of 10 CFR 54.17(c) and 10 CFR 2.109(b). The LRA includes an environmental report, entitled "Applicant's Environmental Report - Operating License Renewal Stage,"
prepared in accordance with 10 CFR 54.23 and Subpart A of 10 CFR Part 51.
Enclosure B provides the signed original of the Ohio Coastal Management Program Consistency Certification Statement. Please refer to Davis-Besse LRA, Appendix E, "Applicant's Environmental Report -

Davis-Besse Nuclear Power Station, Unit No. 1 L-1 0-221 Page 2 FENOC has determined that the LRA provides the appropriate administrative, technical, and environmental information sufficient to support the findings required by 10 CFR 54.29. As required by 10 CFR Part 54, actions have been identified to manage the effects of aging on the structures and components subject to aging management review, such that their intended functions will be maintained consistent with the current licensing basis during the renewed term of operation for Davis-Besse. As required by 10 CFR 54.21(b), current licensing basis changes that have a material effect on the content of this LRA will be identified in an amendment to the LRA at least annually while the LRA is under NRC review and at least three months before scheduled completion of the NRC review.
FENOC commits to include the license renewal future commitments in appropriate internal action tracking programs at Davis-Besse, and this commitment is listed in the attached Regulatory Commitment List. The license renewal future commitments for Davis-Besse are contained in the enclosed LRA, Appendix A, Table A-I.
