SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON MARCH 27, 2014, BETWEEN THE US. NUCLEAR REGULATORY COMMISSION AND FIRST ENERGY NUCLEAR OPERATING COMPANY CONCERNING COMMITMENT NO. 13 OF THE SAFETY EVALUATION REPORT PERTAINING TO THE DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1, LICENSE RENEWAL APPLICATION.

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant), held a telephone conference call on March 27, 2014, to discuss and clarify the applicant's concerns regarding additional background information related to Commitment No. 13, as stated in the September 3, 2013, Safety Evaluation Report (SER). This background information was not previously available during resolution of Commitment No. 13 and its final version in the SER. The telephone conference call was useful in clarifying the basis for the applicant's concerns as it relates to the One-Time Inspection Program and to notify the NRC of the future submittal of the newly identified information at the next required annual update, per 10 CFR 54.21(b). provides a listing of the participants and Enclosure 2 contains a summary of the information discussed with the applicant.

TELEPHONE CONFERENCE CALL ADDITIONAL INFORMATION FROM FENOC RELATED TO COMMITMENT NO. 13 DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 LICENSE RENEWAL APPLICATION March 27, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant), held a telephone conference call on March 27, 2014, to discuss and clarify the applicant's concerns regarding additional background information related to Commitment No. 13, as stated in the September 3, 2013, Safety Evaluation Report {SER). This background information was not previously available during resolution of Commitment No. 13 and its final version in the SER.

The discussion during the call was related in its entirety to the stainless steel makeup pump casings (DB-P37-1 and 2) of the Makeup and Purification System subject to the One-Time Inspection program (aging management program (AMP) XI.M32). NUREG-1800, Rev. 1 (also known as the Standard Review Plan Review of License Renewal Applications for Nuclear Power Plants) recommends in Section 3.3.2.2.4.3 that a plant specific AMP be evaluated to verify the absence of cracking due to stress corrosion cracking and cyclic loading in order to ensure that these aging effects are managed adequately. As shown in the Davis-Besse License Renewal Application, the makeup pump casings are subject to aging management review since they are part of the pressure boundary for the Makeup and Purification System.

During the call, the applicant described in detail the configuration, materials and technical specifications of the pump including its internals and overall intended function. The applicant also discussed the safety classification of the pump and explained that it is not included in FENOC's In-Service Inspection (lSI) program. In addition, the applicant stated that a visual inspection of the exterior of the pump casings will be periormed using the External Surtaces Monitoring program, consistent with GALL Report AMP XI.M36. Finally, the applicant stated that because of the design of the pumps, specifically that the pumps each have an inner casing and an outer casing; FENOC believes the outer casings (i.e., the pressure boundary) of the pumps are not subject to cyclic loading.

Following the discussion of the background information and technical specifications of the pump with FENOC, the applicant indicated that this updated information as well as a technical basis and justification to deviate from Commitment No. 13 is to be included in the next annual update for staff review.
