Beaver Valley Power Station, Unit Nos. 1 and 2 Docket No. 50-334, License No. DPR-66 Docket No. 50-412, License No. NPF-73 Davis-Besse Nuclear Power Station, Unit No. 1 Docket No. 50-346, License No. NPF-3 Perry Nuclear Power Plant, Unit No. 1 Docket No. 50-440, License No. NPF-58 Annual Financial Report In accordance with 10 CFR 50.71(b), each licensee shall submit upon issuance its annual financial report, including the certified financial statements, to the Commission unless the licensee submits a Form 10-Q with the Security and Exchange Commission or a Form 1 with the Federal Energy Regulatory Commission. Energy Harbor Corp., the parent company of Energy Harbor Nuclear Generation LLC (owner of the nuclear plants) and Energy Harbor Nuclear Corp. (operator of the nuclear plants), has not submitted either of these forms to the aforementioned commissions.
Energy Harbor Nuclear Corp. hereby submits its annual financial report. Enclosure A to this letter is an affidavit prepared in accordance with 10 CFR 2.390 requesting that the confidential commercial and financial information provided in Enclosure B be withheld from public disclosure. Enclosure B contains the annual financial report for the period ending December 31, 2022, in the form of Energy Harbor Corp. and Subsidiaries Consolidated Financial Statements.

AFFIDAVIT PURSUANT TO 10 CFR 2.390 I, Bryan Strang, Controller of Energy Harbor Corp. (Energy Harbor) do hereby affirm and state:

I am authorized to execute this affidavit on behalf of Energy Harbor; (2) Energy Harbor requests that Enclosure B, which is being submitted under separate cover and identified as 11Energy Harbor Corp. and Subsidiaries Consolidated Financial Statements," be withheld from public disclosure under the provisions of 10 CFR 2.390(a)(4).

Enclosure B contains confidential commercial information, the disclosure of which would adversely affect Energy Harbor.
(4) This information has been held in confidence by Energy Harbor. To the extent that Energy Harbor has shared this information with others, it has done so on a confidential basis.
(5) Energy Harbor customarily keeps such information in confidence, and there is a rational basis for holding such information in confidence. The information is not available from public sources and could not be gathered readily from other publicly available information.
(6) Public disclosure of this information would cause substantial harm to Energy Harbor's business interests because such information has significant commercial value to Energy Harbor and its disclosure could adversely affect Energy Harbor transactions.
