Davis-Besse Nuclear Power Station, Unit No. 1 Docket No. 50-346, License Number NPF-3 Notification of Closure of Commitments Related to the Review of the Davis-Besse Nuclear Power Station, Unit No. 1, License Renewal Application (TAC No. ME4640)

By letter dated August 27, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102450565), FirstEnergy Nuclear Operating Company (FENOC) submitted an application pursuant to Title 10 of the Code of Federal Regulations, Part 54 for renewal of Operating License NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1 (Davis-Besse). By letter dated March 9, 2012 (ML12094A383), FENOC provided four commitments to revise procedures and perform a training needs analysis to address the new operating experience program guidance identified in Nuclear Regulatory Commission (NRC) License Renewal Interim Staff Guidance (ISG) document LR-ISG-2011-05, "Ongoing Review of Operating Experience."

The four commitments were to be completed on or before December 31, 2012.

The actions described in the four commitments have been completed. The following nuclear operating procedures and business practices were revised in December 2012 as described in three of the four commitments:

  • NOBP-LP-2100, "FENOC Operating Experience Process" (Commitment 2)
  • NOP-LP-2001, "Corrective Action Program" (Commitment 3)
  • NOBP-LP-2008, "FENOC Corrective Action Review Board" (Commitment 4)

Training recommendations identified in the Training Needs Analysis were completed in December, 2012 as described in Commitment 1. The FENOC Corrective Action Program and Operating Experience Program now require an ongoing review for internal and external operating experience associated with age-related degradation of structures and passive components as recommended in NRC LR-ISG-2011-05.
