SCHEDULE REVISION FOR THE SAFETY AND ENVIRONMENTAL REVIEW OF THE DAVIS-BESSE NUCLEAR POWER STATION, LICENSE RENEWAL APPLICATION (TAC NO. ME4640)

Dear Mr. Lieb:

By letter dated August 27,2010, FirstEnergy Nuclear Operating Company (FENOC) submitted an application pursuant to Title 1Oof the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew Operating License NPF-003 for the Davis-Besse Nuclear Power Station, Unit 1 (Davis-Besse), for review by the U.S. Nuclear Regulatory Commission (NRC or the staff).

Enclosed is the NRC staffs revised safety and environmental review schedule for the Davis-Besse license renewal application (LRA). The staff has revised the license renewal review schedule to delay the final safety evaluation report (SER) issuance and the Advisory Committee on Reactor Safeguards full committee meeting because the staff requires additional time to close open items and complete a thorough review of additional information regarding the Shield Building Monitoring and Bolting Integrity aging management programs. With respect to the Shield Building Monitoring Program, FENOC needs to provide additional information concerning the aging management of the shield building and other concrete structures at Davis-Besse. With respect to the Bolting Integrity Program, FENOC needs to provide additional information regarding the grade and class of the material and the inspection of high strength bolts at Davis-Besse.

Staff provided a follow-up request for additional information (RAI) on the Shield Building Monitoring Program on January 3, 2013, and plans to provide a follow-up RAI on the Bolting Integrity Program on February 8, 2013. To support the revised schedule milestones, your responses to the staffs follow-up RAls must be complete and provided in a timely manner. The staff will evaluate the RAI responses and incorporate the responses into its safety review. Any delay in your responses could result in additional revisions to the enclosed schedule with the potential of leaving milestone schedule dates to be determined until responses are received and appropriately factored into a new schedule. We request that you inform the NRC as soon as possible regarding any potential delays.

On January 31,2012, NRC sent a letter with a revised schedule for the Davis-Besse environmental schedule. The schedule was revised because FENOC identified errors in the Severe Accident Mitigation Alternatives (SAMA) analysis and needed time to correct the SAMA analysis. That schedule indicated that future environmental milestones were to be determined after receipt and review of the revised SAMA analysis. The NRC has reviewed the revised
