OF TELEPHONE CONFERENCE CALL HELD ON DECEMBER 12, 2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FIRSTENERGY NUCLEAR OPERATING COMPANY, CONCERNING REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE DAVIS-BESSE NUCLEAR POWER STATION, LICENSE RENEWAL APPLICATION (TAC. NO. ME4640)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on December 12,2011, to discuss and clarify the applicant's response to the staff's request for additional information (RAI) concerning the Davis-Besse Nuclear Power Station, license renewal application.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a description of the staff concerns discussed with the applicant. A brief description of the status of the items is also included.

OF TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION DECEMBER 12, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on December 12, 2011, to discuss and clarify the applicant's November 23,2011, response to request for additional information (RAls) 3.1.2.2.16-2 and the staffs potential follow-up RAI 3.1.2.2.16-3 concerning the Davis-Besse license renewal application (LRA).

Discussion:

The staff and the applicant discussed the applicant's response to NRC RAI 3.1.2.2.16-2 regarding the inspections to manage cracking due to primary water stress corrosion cracking of the steam generator tube-to-tubesheet welds, submitted by FENOC letter dated November 23, 2011. This discussion included the extent and method of the visual inspections.

In the discussion to clarify the extent of the visual inspections, the applicant indicated the gross visual inspection will be conducted on each of the welds on both hot legs and cold legs. The applicant also indicated that the extent of the visual inspections is 100 percent for both the hot leg tube-to-tubesheet welds and the cold leg tube-to-tubesheet welds.

In the discussion to clarify the method of the visual inspection, the applicant indicated that the visual inspection will consist of a remote-visual examination using a camera manipulator to obtain a straight on view of the weld from the primary side. The applicant also indicated that the visual inspections will be performed by personnel who are trained and knowledgeable in the steam generator tube-to-tubesheet welds and degradation of these welds. In addition, the applicant indicated that the eddy-current inspections are qualified to detect cracking in the tubing (e.g, when a crack propagates into a tube).

The staff stated that a follow-up RAI (RAI 3.1.2.2.16-3) will be issued to obtain information that clarifies the extent and method of the visual inspections.

There was no further discussion, and the call was concluded.

ACTION: The staff will issue RAI 3.1.2.2.16-3 to address the extent and method of the visual inspections.
