The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on October 26, 2011, to discuss and clarify the applicant's responses to the staff's requests for additional information concerning the Davis-Besse license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the staff concerns discussed with the applicant, a brief description on the status of the items is also included.

TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION OCTOBER 26, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on October 26, 2011, to discuss and clarify the following response to requests for additional information (RAls) concerning the license renewal application (LRA).

Response to RAI 4.6 1 w Discussion:

The purpose of the call was to discuss the supplemental response to the staffs RAI 4.6-1 submitted under FENOC letter dated October 7, 2011 (ML11285A064).

The NRC staff requested the applicant to provide the basis for the original analysis of fatigue cycles of the containment vessel. Specifically, the staff stated that it needs to know the basis for the pressure range (-25 to 20 psi) used in the fatigue waiver for the original fatigue cycle analysis.

The applicant responded stating that, based on a review of the containment vessel stress report, the containment vessel construction specification and the Updated Safety Analysis Report (USAR), the basis for the pressure range of -25 to 20 psi could not be determined. The applicant also stated that review of other current licensing basis information such as containment vessel stress report, the containment vessel construction specification and the USAR indicated that the maximum possible full range pressure fluctuation is from -0.67 to 45 psig. The maximum possible full range pressure fluctuation is based on the containment vessel deSign allowable negative pressure of -0.67 psig and the containment vessel pneumatic test pressure of 45 psig (design pressure of 36 psig times 1.25). The applicant stated that as provided in the containment vessel fatigue waiver, the specified full range of pressure fluctuations may not exceed the quantity of 80 psi. The applicant further stated that the adjusted full range pressure fluctuation of 45.67 psi (-0.67 to 45 psig) is less than 80 psi, and therefore the pressure fluctuation condition in the fatigue waiver is met.

Action:

The applicant will provide a supplemental response to address the review of the current licensing basis (i.e., containment vessel stress report, the containment vessel construction specification and the USAR) relative to the containment vessel pressure range. The applicant will also address the re-performed fatigue waiver.
