By letter dated August 27, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102450565), FirstEnergy Nuclear Operating Company (FENOC) submitted an application pursuant to Title 10 of the Code of Federal Regulations, Part 54 for renewal of Operating License NPF-3 for the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1. By letter dated February 23, 2011 (ADAMS Accession No. ML110130494), the Nuclear Regulatory Commission (NRC) requested additional information to complete its review of the License Renewal Application (LRA).

Attachment 1 provides the FENOC reply to the NRC request for additional information.

The NRC request is shown in bold text followed by the FENOC response. Attachment 2 provides a commitment to reply to the NRC request for additional information following receipt of the results of a review by the U.S. Fish and Wildlife Service (USFWS) for threatened and endangered species. The Enclosure provides a copy of FENOC letter L-11-104 sent to the USFWS on March 21, 2011.

Attachment 1 L-1 1-079 Reply to Request for Additional Information for the Review of the Davis-Besse Nuclear Power Station, Unit No. 1, License Renewal Application, Appendix E, Environmental Report, Attachment C Page 1 of 2 Request for Additional Information #1 Terrestrial On November 12, 2009, First Energy Nuclear Operating Company (FENOC) contacted the U.S. Fish and Wildlife Service (USFWS) to request information regarding potential impacts the License Renewal Application (LRA) may have on Federally-listed species protected under the Endangered Species Act, including impacts from continued operation of Davis-Besse and the in-scope transmission lines and corridors. FENOC provided the USFWS with an area map showing the location of Davis-Besse and the three associated transmission line corridors out to a radius of approximately 6 miles from the plant. However, the Bayshore and Lemoyne transmission lines each extend 21 miles beyond the plant, and the Beaver transmission line extends 59 miles from the Davis-Besse plant. Please verify that USFWS has been provided maps inclusive of the entire project scope (including in-scope transmission lines) and that their findings and recommendations are still valid.

RESPONSE Request for Additional Information #1 By letter dated March 21, 2011, FirstEnergy Nuclear Operating Company (FENOC) provided the U.S. Fish and Wildlife Service (USFWS) additional maps showing the entire Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS), license renewal project scope, including in-scope transmission lines. FENOC requested that the USFWS perform a review of the additional transmission line scope for threatened and endangered species to confirm whether their findings and recommendations from their December 16, 2009, letter to FENOC are still valid. See the Enclosure to this letter for a copy of the FENOC letter to the USFWS.

FENOC will provide the U.S. Nuclear Regulatory Commission with the results of the USFWS review for threatened and endangered species along the DBNPS transmission line corridors as requested by FENOC letter L-1 1-104 dated March 21, 2011, on or before 30 days following receipt of the USFWS response. See Attachment 2 to this letter for the FENOC regulatory commitment.

Based on the information in the NRC request for additional information (RAI), the transmission line corridor lengths within the scope of license renewal require clarification. As described in the NRC RAI, the Bay Shore and Lemoyne transmission lines each extend 21 miles from the plant, and the Beaver transmission line extends 59 miles from the Davis-Besse plant. The portion of the Beaver transmission line within the

L-1 1-079 Page 2 of 2 scope of license renewal, however, is that portion of the line constructed by the original owner, Toledo Edison, as part of the DBNPS construction project and evaluated by the NRC in the Final Environmental Statement - Construction, March 1973, Section 3.7 and Figure 3.10, "Davis-Besse Nuclear Power Station Transmission Lines." The Beaver transmission line constructed by Toledo Edison for the DBNPS project extends 15 miles south and southeast from the Davis-Besse plant as described in the DBNPS License Renewal Application, Appendix E, Environmental Report, Section 3.1.4. The remaining 44 miles of the Beaver transmission line was built by a separate utility company, Ohio Edison, as a separate project, and were not evaluated in the Final Environmental Statement as part of the DBNPS project.

Request for Information on Threatened or Endangered Species By letter L-09-295, dated November 12, 2009, FirstEnergy Nuclear Operating Company (FENOC) informed the U.S. Fish and Wildlife Service (USFWS) that an application was being prepared to renew the operating license for Davis-Besse Nuclear Power Station for an additional 20 years beyond the original license expiration date in 2017. The License Renewal Application for the Davis-Besse Nuclear Power Station was submitted to the U.S. Nuclear Regulatory Commission (NRC) on August 27, 2010.

In the November 12, 2009, letter, FENOC requested information from your office regarding concerns you may have, if any, related to potential environmental impacts from continued operation of Davis-Besse, including the associated transmission lines and corridors. In that letter, FENOC provided the USFWS with an area map showing the location of Davis-Besse and the three associated transmission line corridors out to a radius of approximately 6 miles from the plant. Your office provided a response dated December 16, 2009, and the USFWS comments were included in the Davis-Besse License Renewal Application.

The transmission line corridors, however, extend further than the 6 miles shown on the map provided to the USFWS in the November 12, 2009, letter. As shown on Attachments 1 and 2 to this letter, the Bay Shore and Lemoyne transmission lines each extend 21 miles from the plant, and the Beaver transmission line extends 15 miles from the Davis-Besse plant.

Please review this new information to verify whether your findings in your response dated December 16, 2009, are still valid. FENOC would appreciate receiving a letter in reply detailing any new concerns you may have or providing confirmation that your previous comments are still valid. Receipt of your reply at your earliest convenience will
